In general, quantizers take a continuous (i.e. smooth or random) input and output a discrete (i.e. stepped) version. The Scale Quantizer uses the intervals of musical scales (translated to the 1V/octave standard) to determine the set of values that can be output.

Don't forget that the ER-301 outputs are AC-coupled and optimized for audio. This means that the ER-301 cannot be used to reliably generate static (or slowly changing) signals such as pitch CV or modulations containing frequencies that are less than 5Hz.
